Do you have laminate floors and no carpets?

Then maybe you should read this article :
http://news.bbc.co.uk/1/hi/england/manchester/8502143.stm
Especially if you live in one of Monton's many little blocks of flats, most of which have either been converted from old detached Victorian houses or are modern custom built (like Montonfields, Montonmill, etc) before the 1997 building regulations concerning limitation of sound transmission between adjacent flats was enforced - and that's where you could be caught out!
It would seem that many hundreds of pounds worth of audio gear was seized from each home due to excessive noise pollution - all due to quite simply the fact that the volume control was always turned up far too high!
Or was it really turned up too high? Modern (contemporary minimalist) living dictates that your lounge should only contain a large-screen TV with speakers and a thunderbass unit as it's focus, along with a single (leather??) sofa and nothing else, and the 'must have' laminate flooring.
There's the problem - Laminate Floor Covering!
It allows and actually distributes all sounds from your home into your neighbours homes at the same volume from whence it came from. Hence I would guess it is actually the source of most of these complaints. (And laminate floors are hardly practical either as the dust accumulation in your home on them is equal to that of having carpets).
I read recently on the Internet comments that 'laminate flooring looks so cold and uninviting', and 'the only good thing about laminate flooring is that it provides the perfect surface upon which to lay a decent carpet with decent underlay', and 'having laid a cheap foambacked carpet on top of our lounge laminated floor it has not only got rid of that annoying echo but has also reduced the sounds coming up from the flat below'.
So if you recently ripped up your carpets and laid laminate flooring, beware! It could easily lead to prosecution on more than one front!

Here's the limp response from the Bridgewater canal project manager.
Everyone email her and protest against the Dump and copy Hazel Blears in too !
Dear Steve,
Thanks for the email, we're aware of the proposals. At the moment it is a live planning application and is going through the formal planning process, with planning panel discussing the application in the near future. We will wait for the results of this and incorporate the outcome.
Many thanks,
Toria Buzza,
Senior Project Officer,
Salford City Council

Victoria,
Surely the ECO dump proposed for planning permission at Green Lane totally contradicts all the brilliant proposals set out by Salford council
